Will Medical Marijuana Come to Utah? Advocacy Groups Fight for Legalization As Residents Head to Colorado

When Utah is mentioned, most people think of Salt Lake City, Utah’s capital. Salt Lake City is also where the Winter Olympics were held in 2002, and Utah is currently pushing to host the 2026 Winter Olympics. Although this would garner tourism and boost the economy, Utah shouldn’t focus on hosting the Olympic games when they could instead focus on their sick and suffering residents in desperate need of medical marijuana. Utah lawmakers have been dragging their feet on implementing a medical marijuana program, despite widespread effort by activists and advocate groups such as Utah Patients Coalition, TRUCE, Libertas Institute and the Marijuana Policy Project.

Pushing for a Progressive Change:

According to a poll conducted in September 2017, 74 percent of Utah residents support a state medical marijuana program, which demonstrates resident acceptance of cannabis as medicine. However, Utah lawmakers have chosen to ignore residents’ needs, including children who would greatly benefit from medical marijuana—particularly cannabidiol (CBD) oil, a non-psychoactive cannabinoid known to treat many medical ailments.

Will Medical Marijuana Come to Utah?

Thus far, the Utah Patients Coalition (UPC) has led Utah’s campaign to establish a medical marijuana program for suffering residents, particularly children with various seizure disorders. Due to Utah’s legislative inaction, advocate groups like UPC have taken matters into their own hands by introducing a citizen petition. This petition would set up a medical marijuana (non-smoking) program, in which a limited number of registered growers would provide marijuana to be prescribed by a limited number of doctors for specific diseases and/or chronic pain, according to Utah Policy.com.

However, for Utah’s petition to qualify for this year’s ballot, the campaign must collect 113,000 signatures from registered Utah voters by this April. Additionally, at least 10 percent of those voters must be in 26 of 29 Utah Senate districts.

Utah Marijuana Laws:

Despite countless studies demonstrating the medicinal properties and benefits of marijuana, it remains illegal in Utah. In particular, the possession of as little as an ounce or less of cannabis could result in a six-month jail sentence. Rather than medically legalizing marijuana, a bill was passed in 2017 that authorizes further research of the benefits and risks of marijuana; Utah legislators have refused to authorize medical marijuana usage in favor of further studying its effectiveness.

Will Medical Marijuana Come to Utah?

Utah Families Migrate to Colorado for Medicinal Marijuana:

Due to Utah’s delay in medically legalizing marijuana, multiple families have decided to relocate to Colorado so their children can receive the medicine they need. The Koozers are one such family relocating to Colorado to ensure their daughter, Piper, could legally use CBD oil for her seizures. The Koozers are just one family out of a steadily growing migration who have uprooted their lives in order to access Colorado’s legal cannabis.

Colorado has proved to be the go-to state for receiving high-CBD extracts that are low in THC, the cannabinoid that gives users a “high” feeling. CW Botanicals is the top company Utah parents trust with their CBD oil purchases, including the Koozers. The Cromars and Stangers are two additional families who relocated to Colorado, despite Utah issuing medical hemp permits for individuals to utilize CBD oil.

Will Medical Marijuana Come to Utah?

Unfortunately, there are many restrictions in Utah that make it difficult to use medical marijuana, and medical hemp permits are difficult to obtain. You need state-approved documentation to use CBD oil and you must travel out of state to attain the oil, as cultivation is illegal in Utah. Regardless, activists, advocacy groups and passionate families continue to fight for the legalization of medical marijuana, and we hope the petition will make it onto the 2018 ballot next month.

Natty Rems: Garden Of The Concentrate Gods

The People

Natty Rems (aka Natural Remedies) became one of Denver’s first medicinal dispensaries back in 2009, and has also flourished as a recreational dispensary since 2014. In 2015 they started Concentrate Remedies (CRx), an in-house concentrate line that keeps the Denver dabbers flocking back for more. I personally smoke more CRx concentrates than any other company in town, so naturally I was thrilled to have the chance to visit their garden and observe their plants firsthand.

The Place

We were blown away by the size of the facility we visited, and the whole Natty Rems crew was functioning like clockwork. We met everyone in the building, from the growers and trimmers to the daily operations and social media handlers. Everyone had a smile on their face and was eager to show us the fruits of their labor. We not only saw the flowers up close, but also got to watch the plants being processed. I appreciated getting to see the freezer full of top-shelf buds being prepped for Live Resin production. Definitely not something you get to see every day.

The Product

I had high expectations going into this garden. The regular flowering rooms were great, but what really stood out to me were the plants in the long run rooms. These are the plants that are given a few extra weeks to really prosper and mature. Each leaf was reaching towards the lights, making the plants look especially tall and vigorous. Natty Rems has always been known for their top notch genetics, and I have to say their Bob Saget was among the best I’ve ever seen. All their plants are watered and trimmed by hand, and I was stoked to learn that Natty Rems has never failed a microbial test. Even though the garden was absolutely booming, the real treat was getting to peek inside the extraction lab. The team made sure we got to see (and smell) the best of what they had cooking, which included the absolutely dankest Gorilla Glue and UK Cheese Live Diamonds.

“Humanity The Plague”: Rone Glass’ Intricate Encalmo Piece

“Humanity The Plague” by Rone Glass

Extremely talented glass artist Rone Glass created this piece in the summer of 2017. He named the piece “Humanity the Plague,” drawing inspiration from the insane fire season we had last year; he would wake up in the morning to a blood-colored sky and go to sleep to a blood-colored moon. Rone Glass said it made him sad to see what an impact we humans have on the Earth and, consequently, ourselves. He notes that he particularly enjoyed utilizing his encalmo glass skills for this rig, a technique that results in the unique stacked lines of color seen at the bottom of the rig’s base.

Rone Glass first started blowing glass in 2002, and had to occasionally swing a hammer on construction sites to pay the bills when he first started out. After years of grinding away, he’s able to spend all his time on his art and with family. This dedication to a finely-tuned craft shows in his outstanding works of art, including “Humanity the Plague.” This piece is currently available for $3000 and can be purchased by contacting Rone Glass directly though his Instagram, @RoneGlass.

The Cannabis Justice League’s Hero: Amanda Reiman is Our Wonder Woman

Amanda Reiman

She’s counseled our souls, helped heal our wounds, guided us toward safety and stood up to protect and defend us. Yet Amanda Reiman is considered (by some) the most hated woman in cannabis. And that’s okay, because if you’re not pissing someone off, you probably aren’t doing anything important. Social justice isn’t a catchphrase of Reiman’s—it’s the air she breathes each day. Cannabis is but one of her tools to breathe justice into our lives.

Amanda Reiman is Our Wonder Woman

A quick background on Amanda Reiman. Rumor has it she’s from Themyscira, the mythical island nation Wonder Woman hails from, and has been helping us humans by defending our rights since before you realized you needed rights. Reiman is a trained Ph.D. Philosopher, social worker, counselor, lecturer, mentor, writer and overall leader in this game we call life, not to mention the cannabis world we all roam in. She is currently on the Board of the Open Cannabis Project, the Secretary on the Board of Directors for the International Cannabis Farmers Association and Vice President of Community Relations for Flow Kana. For close to five years she was with the Drug Policy Alliance, managing cannabis law and policy. Reiman was one of the main voices that helped pass Prop 64, educating citizens on the drug war policy reform portion of the proposition, as well as getting folks out of jail and expunging their records. According to a recent report by VICE, there are about one million people in California that now qualify for expungement for cannabis-related offenses. Many opponents of Prop 64 conveniently forgot about those most affected by the drug war: the incarcerated.

Amanda Reiman is Our Wonder Woman

Her platform has earned her almost as many enemies as it has fans. “Cannabis is just the catalyst for so many important discussions,” Reiman argues. “Women’s rights. Environmental rights. Minority rights. Cannabis bridges the gap. That’s where I see my role in this movement. Cannabis is the intersection between social welfare, public health, anthropology, mysticism and health care . . . All of these things are important on their own, and cannabis is a tool to talk about them. Cannabis is a tool to talk about the evils of capitalism, it’s a tool to talk about an unregulated cannabis market, it’s a tool to talk about racism, it’s a tool to talk about how we push children towards very serious pharmaceutical drugs . . . More than anything, cannabis is the gateway to social justice conversations that we need to have.”

Now, thanks to cannabis, we’re having more of these much-needed conversations—and that’s where Reiman steps in. It’s this role that makes her the leader of our canna-social Justice League of America. But don’t confuse legalization with the commercialization of cannabis. Prop 64 didn’t create the commercial access system; it gave guidelines to the state of California on what the people wanted it to look like, then the state created it. Prop 64 is helping bring home those who were already punished by the toxic War on Drugs. By the way, you can now grow six plants on your own—without fear—thanks to Prop 64. Of course, the state system is not perfect, but all that means is we need to pay closer attention to Reiman’s playbook and stand up and make sure our local “leaders” are representing what we, as citizens and voters, want. Because if we take action, then “Weed the people!” will be our future!

Common-Sense Budget Cuts: We’d Save Billions, But Conservatives Won’t Budge

“You start out in 1954 by saying, ‘Nigger, nigger, nigger.’ By 1968 you can’t say ‘nigger’… So you say stuff like, uh, ‘Forced busing, states’ rights,’ and all that stuff, and you’re getting so abstract. Now, you’re talking about cutting taxes, and all these things you’re talking about are totally economic things and a byproduct of them is, blacks get hurt worse than whites . . . ‘We want to cut this,’ is much more abstract than even the busing thing, and a hell of a lot more abstract than ‘Nigger, nigger.’” — Lee Atwater, Republican National Committee Chairman and Adviser to Presidents Ronald Reagan and George H.W. Fiscal conservatism is important. It’s just unpopular to say so in a political culture whose right wing has, by one elite member’s own admission back in ’81, consciously equated the concept with racially-targeted tax and immigration policies. Donald Trump has simply made the unspoken connection more explicit than it’s been in decades, to the point where fiscal conservatism is just one of the many terms distorted by the Orwellian administration of climate change denial, alternative facts and “Fake News!”

Their latest distortion has been the trickle-down mythmaking used to sell a sweepingly one-sided tax cut that benefits corporate shareholders at the expense of middle-to-lower-class families whose cuts are doomed to expire. Nonpartisan analysts predict the bill will increase the national deficit by at least $1 trillion over a decade, and it’s Paul Ryan’s stated intent to use the situation he knowingly worsened to justify cutting federal healthcare and anti-poverty programs.

Ryan and the rest of Big Brother GOP want you to believe fiscal conservatism means policies that hurt the poor and historically disenfranchised. But two plus two does not (yet) equal five, and to prove it here are a few examples of the common-sense federal budget cuts Republicans would make if they cared about saving taxpayer money rather than placating corporate interests.

1. Eliminate the Sugar Subsidy

This program establishes a minimum price for sugar sold in the U.S., about double that of the world average, and allows a small cartel of sugar processors to limit how much can be sold. As a result, American consumers pay about $3.5 million more each year on artificially-inflated prices, while 132,000 jobs have been lost in sugar-using industries between 1997 and 2014.

2. Eliminate the F-35 program

Republicans are happy to attack entitlements, but when it comes to military spending—more than half of the $1.2 trillion federal discretionary budget—they’re unwilling to make the most basic reforms. Case in point: the F-35 Joint Strike Fighter, now six years behind schedule, $170 billion over budget and forecast to exceed $1 trillion in lifetime maintenance costs. That didn’t stop Congress from giving the program another earmark (circumventing merit-based fund allocation processes) for four additional aircrafts.

3. Reduce Medicare Improper Payments

Medicare is subject to the highest amount of improper payments of any federal program. Fortunately, there’s already a proven way to reduce that waste through Recovery Audit Contractors (RAC), which have an accuracy rate of 96 percent, returning more than $11 billion in overpayments to the Medicare Trust Fund. Efforts by Congress to gut RACs led to an increase in improper payments in 2016—which Republicans like Ryan may find useful to justify cutting the program rather than simply reforming it.

4. Eliminate Justice Assistance Grants (JAG)

Here’s how the Bush Administration evaluated JAG, an unfocused law enforcement program that’s become a magnet for earmarks costing taxpayers $1.8 billion since 2001: “There are no meaningful goals for the program. Performance measures are still under development. Grantees are not required to report on performance. As a result, it is difficult to determine what the program is accomplishing.”

✅ Five-Year Savings: $2.6 billion

5. Repeal the Davis-Bacon Act

This 1931 act requires contractors to pay employees a “prevailing wage” on federal projects, which in practice costs taxpayers $512 million annually by excluding lower-paid, often minority workers (one Democrat lawmaker arguing for the act complained of “cheap colored labor”). The act was already suspended to facilitate reconstruction after Hurricane Katrina, and the Heritage Foundation estimates suspending it again “would allow the government to build more and hire 160,000 new workers without increasing the deficit.”

6. End the War on Drugs

Considering how often Republicans complain about paying for the health and education services of undocumented immigrants, you’d think they might notice the billions of dollars more we spend annually trying and imprisoning nonviolent drug offenders. The nation spends more than $51 billion each year on a decades-long drug war that has not produced results. The War on Drugs has simply led to more global violence, police militarization, widespread surveillance and disproportionate incarceration rates among minorities, despite figures estimating people of color use illicit drugs at the same rate as whites. Taxing illicit drugs the way we do tobacco and alcohol would raise $46.7 billion in federal revenue annually. It’s difficult to say how much a change as drastic as ending the bloated War on Drugs would save the nation in the long term.

Throwback Thursday: The Merchants of Silence

Seeing Star Wars with Ginsberg and Burroughs

I had gotten good and stoned and gone to see Star Wars in May 1977 with a crowd of friends, along with Allen Ginsberg and William S. Burroughs in attendance. It had been five years since I’d gone to live in the woods by myself. Standing on 13th Street and College Ave in Boulder outside the Fox Theatre after the show, while Allen held a captive audience in his sway, pontificating on Star Wars and how it was a breakthrough in filmmaking and philosophy, I looked up at the Flatirons towering over the city. I had once lived up there by myself for several months with my dog, Mon Cul.

Howl

Allen had helped co-found the Naropa Institute, now called Naropa College, with Tibetan Buddhist teacher Chögyam Trungpa. Allen taught at the school’s Jack Kerouac School of Disembodied Poetics Department and brought in numerous beat poets as visiting teachers: Burroughs, Anne Waldman, John Cage, among others. Of course, I never took any of these courses, even though I’d met many of those writers, but I did take Tai Chi at the institute, which I still practice semi-regularly today. Ginsberg was a practitioner of Buddhism most of his life and he lived the way of it. “Howl”, his most famous poem, composed in pieces from 1954 to 1956, denounced (among other things) materialism and the destructive material forces the United States practiced. I had read “Howl” in book form in the sixties and went to see him once at a reading in Denver. He brought Buddhism to the mainstream in America in his own way, and I guess if it hadn’t been for “Howl” I might never have made it into the woods by myself. That book sowed the seeds, so to speak.

Seeing Star Wars with Ginsberg and Burroughs

As I listened to Allen holding court, along with that loud explosion of Star Wars still ringing in my ears, the silence of the woods returned in a rush, like the way you get after a hit of good hash. I just wanted to get away and find my place of solace; the quiet, the silence. Life was getting noisy again. I recalled reading Lao Tzu’s Tao Te Ching and Thoreau’s Walden; or, Life in the Woods, by the stream that tumbled down the mountainside, trickling past my perch in the sun, shielded by the canopy of the soughing of pines.

The Silence, My Audience

Five years ago, give or take a few months, I was well into my second month of silence and beginning to feel in tune with my home in the woods. With every passing day I came to think of the boulder I slept under as my house, and the forest around me as my lawn; the silence, my audience. No better way to enjoy the quiet than having someone like Lao Tzu or Thoreau talk to you from the stillness of the page. No better place here in the wilds to delve into these two masters.

Tao Te Ching

I had recently read the The Book of the Way by Tao Te Ching and, even though some of the passages made sense, others didn’t. It is the nature of the book. The learning, if one can call it that, seemed always to be hidden just out of sight and, if you turned away from it, it came to you suddenly. If you concentrated too hard, it slipped away like a trout in a slipstream. The book was contradictory and direct, confusing and enlightening. I knew it would take many readings just to begin to break the surface of understanding. Most likely, a lifetime of reading of the text at various stages of my life would shed much-needed light. But that was all right. I was ready to at least start on The Way. Out here in the wilderness. I wasn’t searching for Nirvana, just wanted to reach a place of silence so I could begin to understand the world and my place in it.

The Book of the Way by Tao Te Ching

Henry David Thoreau

Thoreau was a slightly different breed of cat than Lao Tzu, yet similar, as though the two resided on different sides of the same coin. Both were merchants of solitude, selling the quiet around them to the masses living in the waiting rooms of a tumultuous world. The original hippies of their times. Reading Thoreau prompted me to get out from under my comfort zone and experience the different sides of life. If you don’t try something outside your comfort zone you’ll never know what it was you missed, and, consequently, you may never grow outside your own self-imposed boundaries. Going out into the woods alone for three to four months gave me this experience. If I hadn’t, I would have been a different person; not necessarily better or worse, just different than what I would have been before. It’s all related, related or not. You gotta try things, different things, in order to grow. This is why I went out there and lived on the edge, turned one side of my life to a life lived on the other side. Made my usual side more rich because of the experiences on the unusual side. When I embarked on this journey, I didn’t know if I could last four months alone. But that fear dissolved. I really believe you have to face your fears, your demons, as we say it today. No matter how steeped these fears are embedded in the fabric of your life.

A Snake Named Garp

I remember at one time in my life I was deathly afraid of snakes. So, in order to see if I could get on the other side of my fear, I bought a Rainbow Boa, named him Garp, lived with him for years, until he died of old age. We became friends, that snake and I. He often rested around my shoulders and neck, never squeezing hard. He was very sensual and his skin soft to the touch. Once I had gotten to know and be with him, I didn’t fear him. My fear of snakes melted away.

Bringing it Home

Back on 13th Street, standing in front of the Fox Movie Theatre, the group broke up. There would be a rousing party tonight at someone’s house and everyone would be there. Drinking and smoking and carousing, maybe hits of acid. Poets and wannabes, hangers on. Music. But I politely declined the invitation. I went home and sat on my back stoop, watching the river pounding past the wall in my backyard. Here was the thunder of silence. Here, I became quiet again. It was like being with Garp wound around my neck. Like being back in the woods. I had been able to bring back the solitude I’d found in the woods. I rolled a joint and lit into it, sat back and exhaled, watching the river. That wonderful sound of water, the sound of The Way.

The Nature of the Way

During my time in the woods, I came to understand that, out there, time flows with the cycle of the seasons, the temperatures rising and falling, the changing colors of the trees and grasses. I had no calendar that told me what month it was. No timepiece to tell me the time of the day. I knew I was deep into August, raging with its heat and blue skies, afternoon thunderstorms. September was standing at my doorstep, knocking at my door. The pot plants were thriving, growing tall and leafy, carefully tended by my loving hands. Soon I would harvest them and cull the buds, then sit back on my rock next to the stream before Haggis came to fetch me. I’d partake of their mysteries, grown in the silence of the forest. I could smell their deep, resinous odor. I could smell the passage of time. I could smell the Nature of The Way.

Infused Dinner for One: Refreshing Bucatini with Garlic and Oil

Infused Bucatini with Garlic Recipe

Bucatini is thick, spaghetti-like pasta that’s extremely satisfying. If it’s not your cup of tea, feel free to use any other shape of noodle; come summer time, an angel hair would be delightful. As always, the ingredients can be changed to suit your taste. Adding shrimp, tofu or chicken could be a nice way to go, but honestly, its simplicity is one of its best qualities!

Serves 1 

This is a recipe for one. Take a little time and make yourself this yummy dinner—you deserve it.


Ingredients

  • 2 tablespoons olive oil
  • 1 teaspoon canna-olive oil
  • 2 garlic cloves, peeled and sliced
  • 4 cherry tomatoes, halved if large
  • 1 cup fresh spinach, packed
  • 1 pinch crushed red pepper
  • Salt and pepper, to taste
  • 3 ounces bucatini pasta
  • Parmesan, optional

Instructions

  1. In a small skillet over medium-low heat, heat the oils. Add the garlic and cherry tomatoes and sauté for 3-4 minutes.
  2. Add the spinach and sauté until wilted, 3-4 minutes. Stir in the crushed pepper, and add salt and pepper to taste.

So before you dive into the cannabis stock market ask yourself a few questions:

  • Should you invest in companies that touch the plant or ancillary companies which provide a product or service that does not fall under regulations?
  • Should you invest in U.S. companies or are there better opportunities outside the U.S., such as Canada where it will soon be federally legal.
  • Are cannabis stocks something you should buy now and hold long term?
  • Does the company you’re considering produce revenue? And how strong is its management team?
  • Will cannabis companies ever use crypto currency like bitcoin?

Bottom line, there’s a lot of excitement surrounding the cannabis industry and purchasing stock in it. People are buying a lot of cannabis in this country and there’s a lot of products to choose from. “Investors need to do their homework and look at companies which have real business models, that are generating revenue and I think most important, have a solid management team who can hopefully execute the vision and deliver good returns for its shareholders,” says Rossner.

Growing for Vets: Dedicated to Sgt. Ryan James McCullough

 Founded by military veteran Roger Martin in 2014, HeroGrown (formerly Grow for Vets U.S.A.) is a national non-profit organization developed to help find alternative treatments for veterans and disabled heroes suffering from a variety of disabilities. By providing quality cannabis, as well as access to knowledge and resources necessary to obtain or grow their own cannabis, the program has restored quality of life to thousands of veterans.

But they haven’t done it alone. Working with organizations such as Santa Cruz Veterans Alliance, Weed for Warriors Project, Veteran Cannabis Project, American Hero Cannabis and many more, the program has put more than $750,000 worth of cannabis into the hands of over 30,000 eligible veterans. The truly amazing thing about the program is that they’ve done it all for free! How, you ask? Through the giving nature and kind hearts of people in the cannabis community, coupled with unflinching determination, passion and love for fellow veterans.

HeroGrown Growing for Vets

The program also relies on donations from a host of individuals and organizations who offer up their time, supplies, products and money to fund a program with a mission to give back to the men and women who have given so much of themselves. The result of these donations can be seen in the development of cultivation operations, expanded event presence, new chapter introductions and the ever-growing number of assisted vets and heroes.

The Veteran/Pro-Athlete Connection

 After making such a strong impact on the lives of so many people in the cannabis community, and with so many similarities between the disabilities of veterans and pro athletes, including PTSD, CTE, nerve damage and other afflictions, HeroGrown reached out to eleven-year NFL veteran Marvin Washington. “The public’s perception that all former NFL players are wealthy is way off base,” Washington notes. “The reality is that for every guy who made millions of dollars a year, there are thousands who suffered career-ending injuries early in their careers. These guys often suffer from chronic pain, which is something they share in common with Veterans.”

In addition to pain, many vets and athletes share another common bond: the expense of pharmaceuticals. The price of prescription medication for many is beyond comprehension, and they are seldom taking just one drug. In many cases, our heroes are taking upwards of 12 or more different medications a day to live a somewhat normal standard of life. As patients and doctors can attest, many of these medications only serve to cause more problems, and even death—if you can afford the meds in the first place. To date, cannabis has caused no deaths from overdose. Washington is helping HeroGrown to put as much free cannabis in the hands of vets and athletes as they possibly can on their journey to help a million heroes.

Call to Action

 The numbers don’t lie, and the equation isn’t balancing out. Since 2001, more veterans are lost to suicide than are lost in combat. A highly controversial 2013 study from the U.S. Department of Veteran Affairs, which claims that 22 veterans die from suicide every day, only used 21 of our 50 states for data collection, and does not consider prescription medication overdose as a suicide. These red flags more than hint at a much higher rate of veteran deaths due to suicide, which currently stands at 20 percent of the yearly U.S. suicide rate, while veterans make up about seven percent of the U.S. population.

But with programs like HeroGrown and people like YOU, we can make it our mission to turn those numbers around with safe solutions to harmful pharmaceuticals. Will Malta Be Europe’s Next Major Cannabis Manufacturer?

When you think of the small island of Malta, poised off the coast of Sicily, you probably picture gorgeous water and stunning coastlines. Tourism isn’t all that Malta has to offer, however—the tiny European Union country could soon become a powerhouse of the medical marijuana industry.

Malta’s Economy Minister, Chris Cardona, recently admitted that three foreign companies were provided letters of intent by Malta Enterprise—the first step to producing medicinal cannabis in Malta—and three more businesses have expressed interest as well. It’s a bold move, and only the beginning. Malta may be positioning itself as a leading cannabis manufacturer and supplier for the entire EU.

It’s all thanks to the Production of Cannabis for Medicinal Use Act, which would allow dried cannabis, cannabis oil, seeds and derivatives to be produced and sold. The bill has passed its second reading and is in committee review, with the final vote expected shortly.

Under the bill, any company wishing to enter the marijuana market would have to provide a letter of intent and undergo preliminary approval. From there, they would be issued a license by the Medicines Authority, which will ultimately be responsible for regulating the industry. The bill would also allow all doctors accredited by the Maltese Medical Council to prescribe medical cannabis.

Beyond allowing manufacturing, the new marijuana bill also opens the possibility for companies to carry out research, including clinical trials. This gives Malta a leg up when it comes to attracting cannabis businesses, according to Antonio Costanzo, Head of International Development at Nuuvera, a medical cannabis producer.

As Costanzo told MaltaToday, “Not all countries have done this, and we think that is a mistake because this is a product that we need to learn more about.”

As for what the new bill could mean for Malta’s cannabis export market, there’s enormous potential. As part of the EU, Malta already has many trading advantages. And the new bill will allow for multiple key assets: setting strict manufacturing standards for pharmaceuticals, attracting global players, and creating a robust industry.

Deepak Anand, Vice President of Government Relations at Cannabis Compliance, shared on MaltaToday that “with the changes proposed by the Maltese Prime Minister and forward-thinking Cabinet members . . . regulations have been amended to allow for Malta to become a world leader in medical cannabis processing and manufacturing.” Anand continued, stating, “I might argue this is a second coming of the Maltese pharmaceutical industry that boomed significantly just after Malta became part of the EU, and the advantage Maltese companies had due to the lack of patent registrations by big pharma in the early 1990s.”

And with the European medical cannabis market expected to be worth an estimated $35.7 billion a year, according to the European Medicines Agency Report, there’s no telling what Malta could achieve with this new industry.

Will France Ever Be Better Known For High-End Cannabis Than Wine?

France has a reputation for its love of wine and cheese. It’s common to sip a favorite vin rouge with some Brie, Camembert or any other wonderful cheese through lunch and dinner. The French tradition of shutting everything down in the middle of the day to unwind for a bit has always been an important part of French dining and culture. Although the traditional two-hour lunch breaks are much shorter these days, French wines are sought all over the world, and the country’s vineyards remain some of the most sought-after places to visit in the world—so why the disconnect between the wine sommelier and cannabis connoisseur?

Artisan cannabis farmers carefully nurture their plants to curate a product to the full extent of its flavor, potency and favorable qualities, much like a renowned vineyard. The two are worlds apart, however, according to the French government. France is wedged between Germany, where police openly suggest decriminalizing all cannabis use; Spain, where you can consume, possess and cultivate legally; and the Netherlands, with its highly ambiguous cannabis policies. Although not technically legal, the Dutch are famous for their cannabis ‘coffeeshops.’ Residents can even grow up to five of their own plants—creating the perfect opportunity for outside growers to profit from France’s heavy demand for cannabis. More people consume cannabis in France than almost any other European country, according to the French Observatory of Drugs and Drug Addiction, even though they have the harshest laws against it.

In 2015, according to France 24, “there were around 64,000 drug-related convictions—40,000 of which were for illegal drug use. Out of those, only 3,098 resulted in a prison sentence.” Because of strain on police and the justice system, as well as the gun violence surrounding the illegal trans-Mediterranean cannabis trade, legalizing adult-use cannabis has been proposed but met with the same arguments heard here in America. Police unions and the French Observatory for Drugs and Drug Addiction have made it clear they believe legalization could lead to increased use.

France’s new President, Emmanuel Macron, pledged to decriminalize cannabis by the end of 2017. This, of course, did not happen; the government is now opting for on-the-spot fines instead, calling it more of a de-escalation rather than decriminalization in a move that both honors Macron’s election campaign pledge and appeases the opposition. French Interior Minister Gérard Collomb delivered a strong message regarding the upcoming fines, stating bluntly: “There will be no decriminalization of cannabis use.” Collumb made it clear there was no intention of allowing cannabis use or future legalization.

There has been no definitive answer as to how large or small these fines will be, but a parliamentary report suggested a fixed fine of €150-200 ($186-248), which will arguably affect the financially indigent and impoverished on a larger scale, as most cannabis laws and prohibition tend to do. Their intention to eliminate prison time for cannabis consumers is a step in the right direction, and in theory this process could create some extensive tax gains. In the end, however, the policy will only create larger socioeconomic disparities without solving the problems the country faces.

Legalization Projections

A study by Terra Nova, a French political think tank, showed a possible €2.0 billion ($2.5 billion) yearly tax return if France decided to legalize and regulate cannabis. The gun violence linked to the trans-Mediterranean cannabis trade could all but be eradicated by legalization and regulation, as we’ve seen in America’s experience with Mexico. In fact, America has actually created a reverse cannabis pipeline, with Americans selling marijuana to their neighbors south of the border. Finally, concerns of increased drug use after legalization have been proven false, time and time again—what is France waiting for?

Although the country may not be there yet, we can see things heading in the right direction. We can only hope France will learn from the mistakes of other countries’ struggles on the path to legalization. A France known for its breathtaking wine country—as well as its magnificent outdoor grows—is a future DOPE aspires to see.

The farm is split up between two different warehouses that keep the veg and flower cycles separate. John Hednal, AKA Hound Dog, Owner of DogHouse, told me the farm is always “playing with the formula,” trying to increase yields while maintaining top-quality flower. Sustainability is always the holy grail; they’re currently testing six different soil types with their strains to see what improvements can be made, and dedicated two grow rooms to a new LED light company trying to break into the industry. “The DogHouse name is representative of all the employees—it’s not just about me,” remarks Hednal. “It takes an incredible effort by all my crew to make this thing work. Currently we have a crew of ten here, with another site operating in Washington state that employs 20 more hands.”

The Place:

Midtown Roots’ convenient location in Downtown Phoenix made finding the newest addition to the neighborhood no problem as I stepped off the Metro Light Rail platform. With clean, white paint accented by a large front wall of glittering glass, I could see the budtenders hard at work within. Inside, the walls are adorned with artwork from local artists, historic photos of Central Avenue and images of patients whose lives were changed by cannabis called The Faces of Midtown. In addition, the facility offers a spacious Wellness Center for the community, hosting scheduled events and educational classes including sound healing, guided meditation, yoga, cannabinoid seminars, on-site MMJ certifications, charity events and much more.

The Product:

Well-lit display cases prominently feature their edibles, flower, concentrates and accessories, highlighting great products like the Dabaratus from Bakked, the new ISH pen from O.penVape, pipes from local glass artist Glassy-J and even their own brand of Shatter. A four-tiered flower system provides value at different price points, offering between 17-23 strains including Bubba Kush, Strawberry Cough and one of my favorites, Rocky Dennis. “To provide value at every tier,” states General Manager Dell Foster, “what we’re more concerned with is the quality of the medication and less concerned with the brand.” Meaning, their flower is always fire!

The Business:

Building Midtown took years (and bowl-loads) of determination. But the vision started many years earlier, Dell reveals. One of the owners of Midtown had an 11-year-old son who passed away, having suffered from an aggressive form of childhood Leukemia. This tragic event led the owner to “research alternative methods of healing,” Dell notes. “Through unselfish motivation and a genuine yearning to help people, he discovered the benefits of this plant. That’s how this came to be—it was through this father’s pursuit to honor his son and investigate what else is out there [medically]…” Thus, Midtown was born.
